Key takeaways

  • Define the purchase before asking suppliers to price it.
  • Compare every required grade and the full service package.
  • Treat a quoted price, reserved window and accepted order as distinct commitments.
  • Keep uncertain costs visible instead of filling missing cells with zero.
  • Test quantity and timing changes before choosing the preferred offer.
  • Carry the accepted basis into delivery, invoicing and the next handover.

Start with a precise Busan service location

Busan City's official port information provides separate North Port and New Port facility descriptions. Busan North Port information

The enquiry should therefore identify the actual terminal or service point confirmed by the responsible team. A port name alone is not enough to establish that competing suppliers are pricing the same proposition. If the location is provisional, label it and request an explicit treatment of the remaining uncertainty.

The same principle applies beyond Busan: commercially comparable quotations require compatible delivery assumptions. A supplier's general port coverage is not a commitment to a particular product, parcel and appointment.

For a current transaction, the complete quotation basis is not provided; obtain current verified information. Record approved grade quantities, full specifications, actual location, required window, payment assumptions, supplier conditions and outstanding decisions. Public transaction data may be unavailable; use authorised confirmations rather than invented market indications.

Define the requirement independently of the offers

The responsible vessel and operating teams establish the approved fuel requirement and technical acceptance criteria. Procurement translates that requirement into an enquiry without substituting its own assumptions about consumption, tank capacity or fuel handling.

State each grade separately, including its accepted specification and edition where applicable. Product labels such as VLSFO, HSFO, MGO or LSMGO are not a reason to omit the fuller requirement. Ask the qualified reviewer to identify any supplementary conditions that suppliers must explicitly address.

Specify the quantity basis and any authorised range. A fixed parcel, an estimated parcel with a tolerance and an option to increase quantity are different commercial requests. The price schedule should explain which quantity determines the final charge and whether minimum charges apply.

If the requirement is not yet approved, seek an indication on a clearly provisional basis. Do not describe that response as a ready-to-accept order when its central inputs remain unsettled.

Ask for a complete proposition

The enquiry should request the product price, pricing currency, delivery expenses, included services, payment terms and validity. Where the seller cannot fix a component, ask what it depends on and when it can be resolved.

A quoted amount can include some services while excluding others. Compare scope line by line rather than assuming that words such as delivered or all-in cover the same items in every response. Ask the supplier to identify material exclusions in plain terms.

Keep taxes or other jurisdiction-dependent charges on an applicable confirmed basis. Procurement should not invent a rate, exemption or legal treatment to complete the comparison. Where interpretation is needed, check the current text with the relevant finance or qualified adviser.

Identify the contracting seller and proposed physical service arrangement. The buyer needs to understand which party makes each commitment, who issues the invoice and what evidence will support the actual supply. This clarification is commercially useful without assuming that different contractual and physical roles are inherently problematic.

Compare the whole grade basket

When the purchase contains several grades, calculate the complete basket before ranking suppliers. A seller can quote attractively on the largest line while pricing the smaller line less favourably or leaving it unavailable.

A missing grade is a material gap, not a zero-cost line. If it will be bought separately, obtain the second complete proposition and include any additional service expense, payment condition and coordination consequence. The split purchase should remain acceptable to the responsible teams.

Do not use an average unit price across unlike grades as the primary comparison. The mix can change that average even if no individual grade price moves. Preserve the quantities and prices for each line so the reader can see what drives the total.

ILLUSTRATIVE: one supplier or a split purchase?

ILLUSTRATIVE fictional Busan enquiry; no current fuel prices or service tariffs. Assume an approved basket of 600 tonnes of one residual grade and 100 tonnes of one distillate grade. Product acceptance and delivery feasibility are assumed equal solely for this calculation.

Supplier A quotes $600 per tonne for the residual grade and $820 for the distillate, plus a combined service expense of $4,000. Its total is $360,000 plus $82,000 plus $4,000, or $446,000.

Supplier B quotes $590 for the residual grade and $850 for the distillate, plus $7,000 service expense. Its total is $354,000 plus $85,000 plus $7,000, or $446,000. The lower residual price does not produce a lower complete basket cost.

Assume a separately confirmed split option buys the residual from B with a $5,000 service expense and the distillate from A with a $4,000 service expense. The split total is $354,000 plus $5,000 plus $82,000 plus $4,000, or $445,000. Its apparent saving against either combined offer is $1,000.

If that split causes one genuinely additional programme hour valued at $1,500, its comparative cost becomes $446,500, making it $500 higher. The extra hour is a fictional scenario assumption, not an inevitable consequence of splitting or a Busan operating estimate.

The lesson is to price the actual alternative, including its additional commitments. A split arrangement may be useful, but its benefit should survive the complete comparison and an honest account of unresolved programme effects.

Separate fixed cost from quantity-sensitive cost

Product value generally changes with the agreed invoicing quantity under the applicable pricing formula. A fixed service expense may not change in the same way. This means the preferred offer can change when the approved parcel changes.

Ask how minimum invoice amounts, minimum delivery quantities and quantity tolerances work. These terms should not be treated as interchangeable. A minimum payment can increase cost without creating an entitlement to extra fuel, while a minimum parcel can make an offer unsuitable for the approved requirement.

Test the relevant authorised quantity range using the actual offered rules. Do not enlarge the purchase solely to make a unit-cost comparison look favourable. Additional quantity has its own funding and voyage consequences and requires appropriate approval.

For a multi-grade basket, vary the grades independently where the underlying requirement permits it. A single total-tonnage sensitivity can conceal a changed product mix and produce a misleading conclusion.

Understand what offer validity protects

Price validity may differ from the period during which a supplier can hold product or a delivery appointment. Ask which commitments remain firm and what conditions must be satisfied to secure them.

A quotation can be commercially attractive but unusable by the time the buyer can accept it. Conversely, a supplier may confirm availability while requiring a fresh price at acceptance. Those are different risks and should remain visible.

Use actual dates and time bases supplied by the parties. Do not assume that a vague end-of-day condition has the same meaning for every participant. Resolve material ambiguity before relying on the offer.

When a programme change occurs, reconfirm the affected proposition. An old price should not remain marked as available merely because it has not been removed from the comparison sheet.

Compare credit without hiding its price

A cash offer and a credit offer need not have the same economic value even when their product prices match. Identify the actual due condition, recognised facility headroom and any price difference associated with the terms.

Finance can provide an authorised funding assumption if the buyer wishes to compare payment timing. Keep that assumption separate from the supplier quotation and label any calculation as an internal scenario rather than a market financing rate.

Do not presume that an established relationship means the new order is within the available credit limit. Existing invoices, open purchases and entity-specific conditions may affect headroom under the agreed facility.

Where a partial advance or other payment structure is proposed, obtain explicit acceptance of the arrangement. Paying an internally calculated amount does not by itself satisfy an unconfirmed supplier condition.

Use a decision matrix that reveals incomplete offers

Treat alternative fuels as separate qualified propositions

A supplier's alternative-fuel proposal should receive its own product, quantity, service and evidence review. Do not compare unlike fuels by nominal price per tonne alone or invent an energy conversion to make the totals comparable.

Where the responsible team approves an alternative, obtain the appropriate comparison basis and scope from qualified reviewers. Product suitability, supply method and environmental attributes need evidence relevant to the actual proposition.

MOF reported a Busan New Port demonstration of simultaneous LNG bunkering and unloading in August 2024. MOF historical demonstration report

That historical event does not establish a current appointment, permission for a different vessel or automatic overlap of activities. A quotation based on simultaneous work should state that condition and obtain the relevant current confirmations before its time benefit enters the comparison.

Make the recommendation explain the trade-off

The decision note should identify the preferred complete proposition and the reason it wins under the buyer's actual priorities. If a higher direct price is accepted for a firmer service window or better payment fit, describe the supported benefit rather than calling it cheaper.

Show the key assumption that could reverse the ranking. It might be a revised service expense, a changed grade mix, a lost appointment or an unresolved credit condition. This lets the approving person understand what is being accepted and where uncertainty remains.

Keep disputed or unavailable inputs out of a precise-looking single total unless the comparison clearly states its conditional basis. A range or separate scenario can be more honest than an invented number.

Carry the accepted terms into execution

After acceptance, preserve the final product scope, quantities, price formula, service conditions and payment basis together. The delivery team should not have to reconstruct the agreement from several superseded offers.

If the supplier proposes a material change, identify whether it is a clarification, an amendment or a replacement proposition. Obtain appropriate approval and qualified review where contractual effects are uncertain. A revised schedule alone does not settle cancellation or additional-charge questions.

At invoice review, reconcile actual accepted quantities and services against the agreed formula. Then compare the result with the original planning budget. Contract compliance and budget variance are separate questions; an invoice can be within budget and still wrong.

Common mistakes

Avoid ranking isolated unit prices, treating missing grades as zero cost and comparing different service locations without explanation. Other mistakes include counting an unconfirmed overlap as a time saving, assuming unused credit from a headline limit and interpreting a recommendation as an accepted order. The comparison should remain complete, current and tied to the approved requirement.

Frequently asked questions

What should a first Busan bunker enquiry contain?

Provide the actual or explicitly provisional service location, approved grade quantities, full specification, required window and payment basis. Ask suppliers to identify exclusions, validity and outstanding conditions.

Is a split purchase worthwhile when individual grades are cheaper?

Only if its complete accepted cost and programme consequences support that conclusion. Include each service expense and confirm that the combined arrangement is feasible.

Can a public port description establish current supply availability?

No. It provides context. Availability and delivery commitment require current confirmation for the actual requirement.

Should an incomplete offer be removed immediately?

Not necessarily. Keep the gap explicit and obtain clarification if time permits. Do not rank its partial total against complete alternatives as though the scopes match.

How should the final purchase be handed over?

Provide the accepted proposition, active conditions, responsible next actions and the event that would require reconsideration. Preserve the distinction between agreed terms and planning assumptions.
